Status: agent-derived DRAFT, 21 Jul 2026. Compiled from the Decisions and Approvals Log v2 (97 open of 125 carried), the ten COUNCIL-ASSESSMENT.md verdicts and EXECUTIVE-RECOMMENDATION.md. Nothing here is signed; Sheran gates everything.

Who it's for: Sheran.

The one takeaway: what stands between each journey and its approval, one screen per journey. Five cross-journey rulings do most of the unlocking: rule those once (section 1) and the per-journey approval stacks are J1 8, J2 10, J3 3, J4 8, J5 5, J6 8, J7 6, J8 4, J9 0 and J10 5 items, most rulable at the four sessions in section 12.

How to read: section 1 holds the rulings that unlock several journeys at once; journey sections cite them by id and never restate them. Sections 2 to 11 are one per journey: the council verdict, a table of the items needing Sheran or another named approver, then one line of gates that need delivery, not approval. Section 12 is the four-session ruling calendar. Every id is a DL item held in full in DECISIONS-LOG.md (source of truth; this page never restates an item's evidence). Table column "If delayed" = consequence of delay, one phrase.

1. Rule these once, they unlock several journeys

Fifteen items in five groups. Each group is one sitting's work; the journey sections below reference these by id.

10. Journey 9: Seasonal reactivation waves

Council verdict: CONDITIONAL APPROVE. Approve the wave engine; wave 1 freezes only through its readiness gate, and slip beats ship-degraded.

Every J9 approval sits in the wave-1 package (section 1, group D). Rule the eight-item package and the freeze decision is complete; no other J9-specific approval exists. Ruled in other sections: DL-082 claims owner (J5; wave creative inherits it) and DL-014 REC-21 ownership (J7).
