The one takeaway: what stands between each journey and its approval, one screen per journey. Five cross-journey rulings do most of the unlocking: rule those once (section 1) and the per-journey approval stacks are J1 8, J2 10, J3 3, J4 8, J5 5, J6 8, J7 6, J8 4, J9 0 and J10 5 items, most rulable at the four sessions in section 12.
How to read: section 1 holds the rulings that unlock several journeys at once; journey sections cite them by id and never restate them. Sections 2 to 11 are one per journey: the council verdict, a table of the items needing Sheran or another named approver, then one line of gates that need delivery, not approval. Section 12 is the four-session ruling calendar. Every id is a DL item held in full in DECISIONS-LOG.md (source of truth; this page never restates an item's evidence). Table column "If delayed" = consequence of delay, one phrase.
